List single NEL reports
The reports of POST /analytics/nel one by one, newest first.
One row per report as stored: when and where the request failed, how, the
page it was sent from, the visitor and the edge labels. The rows are not
weighted, and failure_sampling_rate says how many failures each one
stands for. The filters are those of the aggregate route.
Cursor paginated over (timestamp, id), with no total. visitor_id is
absent where the report carries no stitch.

1 <= value <= 10050cursor?|Opaque resume point from meta.next_cursor of the previous page. It carries the last row's timestamp and id, so two reports of the same millisecond page without a gap or a repeat.

total is intentionally absent: COUNT(*) over beacon tables is too
expensive. Clients rely on has_more + next_cursor instead.
