Update Member Role

Change a member's role.

The only way to move someone between viewer / member / owner after they joined. Two rules beyond the member:manage gate, both of which a role bundle cannot express:

• Granting OWNER goes through the same check as an owner invite (_can_grant_owner_role), so a partner org cannot mint owners in a client org it merely manages.
• The last owner cannot be demoted. An org without an owner has nobody who can change settings, invite, or delete it - and accept_invite already treats owner-less orgs as a defect it silently repairs. Refuse here rather than create the state.
